When a home is purchased utilizing this type of loan the government requires the borrower have insurance against the possibility of foreclosure.
This insurance is built into the loan; paid as part of the mortgage payment made every month. When a borrower either refinances or sells the property the loan applies to there is often an unused portion of prepaid insurance premium.
HUD/FHA will hold this money for it’s rightful owner indefinitely, however, this money is gaining no interest sitting where it is at and it is often difficult for a borrower to file the necessary paperwork.
